PRE-SOLICITATION NOTICE FY19 Drydock Repairs to NOAA Ship RONALD H. BROWN The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), intends to solicit for Drydock repairs to NOAA Ship RONALD H. BROWN. The RONALD H. BROWN is 274 feet in length and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements Dry Docking and Routine Dry Dock Work Temporary Services Misc. Steel Repairs Tank and Hull Inspections Z Drive Maintenance Misc.Valves and Piping Repairs Misc. Electrical Repairs Propulsion Motor Maintenance Switchboard Maintenance Gage Calibration Misc. HVAC Repairs Engine Room Fan Overhauls Sea Valves Pressure Vessels Inspection Fire Fighting Systems Certification Bow Thruster Inspection Anchor and Anchor Chain Preservation A Frame Maintenance and Testing Hydro Boom Inspection and Testing Anchor Windlass Overhaul Annual Liferaft Inspections Rescue Boat Davit Inspection Underwater Hull Preservation Freeboard Preservation Ballast Tanks Preservation Generator Controls Upgrade TLI System Upgrade Fire Damper Renewals Door Renewals and Maintenance Bridge Window Wiper Renewals Superstructure Preservation OPTIONAL ITEMS: Ventilation Systems Cleaning Aft Weather Deck Preservation The solicitation will include a liquidated damages clause. The performance period will be approximately 93 calendar days. The start date will be approximately August 4, 2019. The place of performance is scheduled to be at the Contractor's Facility. Ship's transit time to and from the place of performance is not included in the specified performance period. Information pertaining to a ship inspection at the ship's homeport will be addressed in the solicitation. The solicitation will be issued on or about May 31, 2019 with quotes due on or about June 28, 2019. The anticipated award date is on or about July 18, 2019. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose quote represents the best value considering price and non-price factors. The solicitation will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the solicitation will not be issued. It is incumbent upon contractors to monitor FBO for the release of the solicitation, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the solicitation. Prospective offerors who are interested in submitting a quote for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
