Amendment 0001 is hereby issued to: 1) Answer question(s) received during the Q/A phase; and 2) Extend the quote due date. 1) Question: Current fleet and pilot size for the project? Answer: There are currently around 152 UAS (not all currently operational), and 150 pilots. 2) Due date for quotes has been extended to 12:00PM on Monday, May 16, 2022. All other information, attachments, provisions and clauses remain unchanged. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-22-Q-00486 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-05. The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), UAS Division, Lakeland, FL has a requirement for UAS Fleet Management Tool software for tracking NOAA’s UAS aircraft fleet, pilot credentials and metrics. The expected Period of Performance is May 10, 2022 through May 09, 2023. Contract Type/Evaluation The Government will award a firm fixed price contract based on the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. (2) Price. (3) Past Performance. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. All Technical Requirements are described within the attached Statement of Work. This RFQ is 100% set aside for small businesses. The associated NAICS code is 511210, Software Publishers, with a Size Standard of $41.5 million.
