THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-21-00415-NCNR constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04. The National Oceanic Atmospheric Administration (NOAA), Disaster Response Center (DRC), has a requirement for grounds maintenance. The Period of Performance is April 1, 2021 through March 31, 2022 with four (4) consecutive option years. The delivery address is NOAA/DRC, 7344 N. Ziegler Blvd, Mobile, AL 36608. The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 561730, Landscaping Services, with a Size Standard of $7.5 million. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4605, Revision Number 11, dated December 21, 2020. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. A list of Key Personnel, names, titles, and contact information shall be provided. 5. Acknowledgment of Solicitation Amendments (SF-30), if any, and; 6. Completed Past Performance Reference form. All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 A.M. Eastern on March 10, 2021. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on March 15, 2021; any award resulting from this RFQ will be made based on Best Value/Trade Off.
