This is a combined synopsis/solicitation. The United States Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA) intends to solicit and award a Non-Appropriated Funds (NAF) contract for management and operation of the cafeteria at the Daniel K. Inouye Regional Center. Ford Island, Honolulu, Hawaii. Facility occupancy is 740 employees.This will be a NAF contract and it will not obligate appropriated funds of the United States Government. The successful contractor will be compensated by the profit generated by the sale of goods to NOAA patrons. It does not involve federal tax dollars. The anticipated base period of performance will begin on or about October 15, 2019 and will continue through October 14, 2020. The contract will include nine additional one-year option periods, which may be exercised at the sole discretion of the Government. Please note that the State Licensing Agency (SLA) may be given priority in accordance with the Randolph-Sheppard Act and its implementing regulations at 34 Code Federal Regulations (CFR) Part 395.33. NAICS code for this procurement is 722310. The successful contractor will be required to provide a profit and loss statement which is contingent on the contractor's ability to maintain both reasonable menu pricing and a reasonable profit rate.
