This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. The National Oceanic Atmospheric Administration requests information on any potential Service Disabled Veteran Owned Small Business (SDVOSB) which may be able to provide the services described below. SDVOSB entities that are able to provide the services are encouraged to send their information to the contract specialist by the due date. SERVICES Mooring Technician 1. Task Description To provide technical engineering support for the Engineering Development Division with the NOAA Pacific Marine Environmental Laboratory (PMEL) Mooring Shop, Seattle, Washington, and at sea. 2. Period of Performance 1 September 2019 to 31 August 2020 3. Specifics of Tasks: SCOPE OF POSITION The primary responsibility is to build, deploy and recover many types of buoys and moorings from various ships. The candidate will be expected to possess the skills necessary to hand splice mooring line, swage wire rope terminations, inventory mooring components, understand and follow detailed written and verbal instructions, and lead shipboard mooring recovery and deployment deck operations at sea with little room for error. The contractor will be expected to work with heavy equipment and load/unload containers via forklifts and operate cranes, trucks and other mooring shop heavy equipment. The contractor will be expected to follow detailed established guidelines for building mooring components by hand and be responsible for the quality of their work. The contractor will be required to work closely and communicate accurately with peers, engineers, and the scientific community. The contractor will be required to exercise good judgment and take appropriate action when faced with tasks outside his/her expertise. GENERAL REQUIREMENTS • Minimum of AA degree, prior experience with heavy equipment. • The contractor must understand and implement field operations and mooring technologies that are routinely used in oceanographic efforts. • The contractor must possess the knowledge, experience, skill and ability to perform sea mooring deployments and recoveries under a variety of conditions. PHYSICAL REQUIREMENTS • The effort requires physical agility, eye-hand coordination and strength to perform most tasks in the shop and at sea. Long periods of standing, walking, bending, splicing and lifting of heavy objects(~50lbs) is expected. SKILLS AND KNOWLEDGE REQUIRED • The contractor must possess knowledge of rigging practices and techniques for use in standard weight handling gear to safely move and position a variety of equipment, both in the shop and at sea. • The contractor must be able to keep highly accurate records and inventories and communicate them verbally and via computer. • The contractor should have sufficient typing skills and familiarity with computer software to document his/her work using standard Microsoft Office software. WORKING CONDITIONS • Contractor will perform work at the Government facility in a shop and warehouse environment with exposure to dirt, dust, grease, noise and the elements, etc. Work requires constant attention to safety to avoid pinch and tripping hazards, welding flash, inhalation of airborne contaminants, etc. Up to 1 months per year at sea will be required aboard domestic and foreign vessels with varying working and living conditions. Working in small boats may also be required. Personal protective equipment such as hard hats, personal floatation devices and safety shoes may be required for some operations.
