The USDA Forest Service is conducting market research via a sources-sought/RFI—not a solicitation—for a potential nationwide third-party service to verify wildfire contractor personnel qualifications and supporting documentation, excluding aircraft assets. The work would objectively review training, experience, certifications, licenses, task books, and related records against Government-established requirements; document results and deficiencies; and refer exceptions to the Government while leaving standards, approvals, and compliance decisions with the Government. The service would need national scale, seasonal surge capacity, Government-designated methods, sensitive-information protection, conflict-of-interest controls, auditable records, and reporting, but would not include training delivery, provider accreditation, equipment inspection, or new system development. A possible one-year pilot could inform future acquisition strategy, and respondents are invited to provide capability, scalability, pricing planning ranges, implementation and pilot recommendations, small-business information, and stakeholder feedback.
