This is a SOURCES SOUGHT notice for market research purposes only. The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is seeking all interested sources capable of performing occupational medicine services in support of the occupational health clinic at the National Bio and Agro-Defense Facility, Manhattan, KS. The scope of this proposed project involves the following: (1) professional medical services to approximately 400 workers, including occupational medicine examinations on an as-needed basis; (2) consulting support for management of the NBAF Occupational Health Program; (3) medical consulting and on-site visits within a schedule to be determined; (4) infectious disease consulting services; and (5) human diagnostics and laboratory services (specimen collection, testing, and analysis) for workers potentially exposed to hazardous agents and/or routine laboratory testing. Where tasks do not require direct involvement of USDA personnel, services may be performed at the contractor’s facility. The diagnostic and laboratory testing facility shall have an active Clinical Laboratory Improvement Act (CLIA) certification. The contractor’s facility should be located within a 15-minute drive from the NBAF campus, 1980 Denison Ave, Manhattan, KS, 66502. All interested parties are invited to submit capability statements for acquisition planning purposes. The following outline is recommended (10-page limit): Business name, address, and point of contact information DUNS number A statement of capability which demonstrates the ability to perform the scope elements (1-5) above. Examples of relevant past performance. Include dates, dollar amounts, description of services performed, and Government point of contact. The acquisition strategy has not yet been determined. USDA APHIS reserves the right to determine if a small business set-aside is appropriate based upon the capability information provided in response to this notice, and other pertinent information gathered by the contracting officer. Respondents should ensure the information provided is detailed, current, accurate, and complete. Submit capability statements to Lisa Draves, lisa.a.draves@usda.gov, no later than April 5, 2021. This notice does not constitute a solicitation. This invitation for capability statements is for planning purposes only. Response to this notice is strictly voluntary. The Government will not reimburse any party for its participation in this effort. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback with respect to any information submitted under this notice.
