INTRODUCTION This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide Medeco Padlocks and Biaxial Key Cutting Machine. The information from this market research will help USDA, ARS, NBAF plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. USDA/ARS WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND The National Bio and Agro Defense Facility (NBAF) is under construction in Manhattan, KS and is scheduled to be completed in December, 2020. This facility will replace and expand the capabilities for the USDA and DHS scientific programs focused on foreign animal and emerging diseases. Therefore, has a high level of security. In preparation for the new building the need additional locks and key cutting machine of the highest security and quality. RESPONSE INFORMATION In order to respond to this notice, contractors must be able to clearly convey that they can provide what NBAF needs as specified: 1. PART#: Medeco 5461FRO (P), DESCRIPTION:Indoor/Outdoor Padlock, Key Retaining,2 3/8" Shackle Clearance, With Cylinder QTY: 4200 2. PART# Medeco 95M-23000, DESCRIPTION: Biaxial Key Cutting Machine w/key clamps, QTY: 1 Must have: • Patented Key Control Protects against unauthorized duplication of keys. • Protection From Physical Attack Medeco3 padlock cylinders are UL 437 listed and stand up to drilling, picking and other forms of physical attack. • Available in eCylinder System Series Padlocks are also available with Medeco eCylinders for Loss & Liability control. • Special Angle Cut Keys Requires a special key cutting machine and access to Medeco specific blanks, available in a variety of restrictions to support every need. • Picking and Bumping Protection Medeco3 cylinders use a sidebar that prevent the key from rotating until it is elevated, rotated and aligned in the correct position. This feature protects against bumping and picking attacks. • Indoor/Outdoor weather resistant design or with a shrouded shackle. • Extended shackles available for Indoor/Outdoor padlocks • Boron alloy steel shackle which protects against cutting and pulling attacks • Warranty for two (2) years against manufacturer's defects Each response should include the following Business Information: a.
