Project consists of constructing a 58 feet (out-to-out) prefabricated steel beam pedestrian trail bridge on reinforced concrete grade beams with a gabion basket foundation. Work includes but is not limited to: construction survey and staking, clearing and grubbing, soil erosion and pollution control, structural excavation, placing aggregate base rock, assembling gabion foundations, installation of a precast or cast-in-place concrete grade beam, design/fabrication/transport/construction/placement of a prefabricated steel beam superstructure, installation of a wood deck and railing, waste removal, and mulching. This project is located on the McKenzie River Ranger District on the Willamette National Forest, Township 15 South, Range 7 East, Section 6, near McKenzie Bridge, OR. Project location: [Lat. 44.295530N, Long. -122.029820W] As part of market research, the government is issuing this sources sought notice to determine if there exist an adequate number of qualified interested contractors capable of providing the services as described in the attached draft SOW, drawings, specifications, and other attachments. The Government may use the responses to this sources sought notice for information and planning purposes. The draft documents describe only the currently contemplated possible scope of the requirement and may vary from the final Request for Proposal (RFP). The anticipated period of performance will begin on or about September 15, 2023, and end not later than October 31, 2023. Also provided, are the following attachments that will help determine the acquisition strategy based on the quality of answers provided to the questionnaire, relevancy of any capability statements provided, and the applicability of the responses to the requirements described herein and posted with this notice. We are also extremely interested in hearing any concerns or questions about the draft attachments. Please also provide verifiable information that attests to the financial stability of your firm. The North American Industry Classification Code System (NAICS) code for this procurement is 237310- Highway, Street, and Bridge Construction and the size standard is $45 million. All responsible and fully responsive businesses may submit a capability statement which will be considered by the agency in developing the acquisition strategy by July 25, 2023, Close of Business (COB). This is not a solicitation or request for proposal. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about July 31, 2023 at https://sam.gov/. Paper copies of the eventual solicitation will not be issued. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. Responses to the Sources Sought announcement are not offers and cannot be accepted by the government to form a binding contract. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential acquisition strategy.
