Sources Sought Notification for a requirement to procure a support application for evidence synthesis teams to manage the work of evidence-based literature reviews including support for screening and data extraction. This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The North American Industry Classification System (NAICS) code for this project is 518210 Application hosting, excluding software publishing) with a Size Standard of $30 million. The United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Office of the Chief Information Officer (OCIO) requires support for cover all pieces of an evidence-based review workflow. The support application must be able to integrate with literature retrieval and analysis tools, support review protocols and standards from several disciplines, maximize efficiency of screening and data extraction, support large numbers of literature citations, allow for access by all team members, provide the ability to easily reassign access as projects complete their lifecycles, and allow for export of data, graphical information and reports for publication. Submission Instructions: Interested vendors are invited to submit a response to this Sources Sought notification by 12:01p ET on 05 September 2022, to the attention of David Jordan, Contract Specialist, David.Jordan@usda.gov. All questions are asked to be submitted inwriting to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 5 pages and include the following information: Organization Name; Contract Name, e-mail address and phone number; Organizations UEI number; Business size status for the applicable NAICS code; A statement of interest in any forthcoming acquisition; A statement of capability showing how all aspects of the Statement of Work be performed. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
