Req 1000103 The Government intends to award a Sole Source Award to Micro Specialties, INC. to collect satellite data from 68 USDA-NRCS SNOTEL Sites Oregon State Office, 1201 NE Lloyd Blvd. STE 900 Portland OR. 97232 during the period of performance of 6-1-2020 through 9-21-2021. The required service provider must interface with the existing SNOTEL Network and infrastructure. All responsible sources who believe they have the required capabilities may submit a quotation no later than COB 6-1-2020 which shall be considered by the agency. Upon receipt of any quotes, the Government will review and evaluate if other vendors have the suitable capabilities to fulfill this requirement. Description of Supplies and/or Services This procurement will provide the NRCS Snow Survey program the required data collection platforms from remote SNOTEL and aerial marker sites for use in mission critical operations in water supply forecasting and snowpack indexing for sites in the Oregon Data Collection Office jurisdiction. These satellite modems and associated fees are the only available mechanism to collect remote data from these sites due to lack of coverage from other telemetry methods (cell and MeteorBurst). All services quoted must interface with and be compatible with the NRCS SNOTEL network and USDA software and firmware. Below is a listing of the required services: Iridium-based satellite telemetry data retrieval, data formatting and ingested by the NRCS SNOTEL database. Global Modem Site Network Access Fee - Global Modem data service. Includes 12,000 Bytes/month, web based data access and Throughput Fee - Monthly throughput fees beyond 12,000 bytes.
