The intent of this Request for Information (RFI) is to locate those with the capability to provide the following services See Attachment_1 for details : The USDA APHIS Veterinary Services (VS) is in the process of revising its approach to valuing livestock and poultry for purposes of indemnity as part of VS animal health programs. This process includes developing standards for independent third-party appraisals. These standards include who can be considered qualified to conduct such appraisals. The attached statement of work expands on a previously-created nationwide list/directory of qualified appraisers. The existing list was created and vetted by an American Society of Farm Managers & Rural Appraisers (ASFMRA) member by polling ASFMRA members, members of other agricultural organizations, as well as other members of the Appraisal Foundation, of which ASFMRA is a sponsoring organization. Candidates for inclusion in the list/directory of qualified appraisers were interviewed and screened by the ASFMRA member. In accordance with Federal Acquisition Regulation (FAR) 15.201(b) Exchanges with industry before receipt of proposals; The purpose of this notice is to gather information from the public to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhancing the Government’s ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The associated North American Industrial Classification System (NAICS) code for this requirement is 519190 All Other Information Services. The Small Business Size Category is $ 30 Mil.
