Notice of Intent to Sole Source Notice for Pitchbook License Subscription The United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) has a requirement for a software license to screen applicants and awardees for the due diligence and foreign influence legislation. This is required to meet the Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Reauthorization Legislative Requirements. The software is required to screen applicants and awardees for ties to countries of concern listed in the SBIR/STTR 2022 Reauthorization. This will be an ongoing requirement as long as the legislation is in effect or until alternative systems are in place that can elucidate the hard-to-find company details to assess ties to foreign countries of concern. This software system is needed to access a collection of hard-to-find company information including but not limited to investors, partnerships, financials, advisors, principal investigators, program directors, lenders, and mergers and acquisitions. Then a determination can be made if this hard-to-find company information demonstrates ties to a foreign country of concern. The North American Industry Classification System (NAICS) code for this project is 513210 Software Publishers. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
