Notice of Intent to Sole Source Notice for a Feasibility Report on the Applicability of Differential Privacy The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) The USDA’s National Agricultural Statistics Service (NASS) is exploring innovative methodology to modernize the statistical disclosure limitation techniques applied to the Census of Agriculture and Survey data. We are interested in exploring differential privacy (DP) as a solution and want to explore the feasibility of using differential privacy first. As a result of this contract, NASS will receive a feasibility report that will evaluate the applicability of differential privacy. The feasibility report will include: • A description of the problem and goals of the Census of Agriculture based on Michigan Table 31. • A list of challenges in applying DP methodology to the data product. • A proposed high level algorithmic approach that addresses these challenges. • An enumeration of privacy parameters that impact accuracy in this approach. • A discussion of privacy-accuracy tradeoffs enabled by the recommended algorithm. • A stretch goal would be to illustrate accuracy vs privacy tradeoffs using a combination of analytical formulae and experiments on simulated data (matching the pilot data product). • A plan for any future work needed to prove the viability of the approach. The North American Industry Classification System (NAICS) code for this project is 541611 Administrative Management and General Management Consulting Services standard size $21.5 million dollars. Period of Performance: The period of performance will be 2 months and shall be from Month Day (TBD), 2023 to Month Day (TBD), 2023. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
