The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine, Spotted Lantern Fly Facility in Minersville, PA, intends to issue a formal Request For Proposals for a new two year Indefinite Delivery/Indefinite Quantity Contract to supply circle trunk trap capable of capturing the spotted lanternfly, Lycorma delicatula. The solicitation and evaluation procedures will be in accordance with Federal Acquisition Regulation (FAR) parts 12, and 13 using the format found at FAR Subpart 12.3 and supplemented with additional information included in the solicitation. This requirement is being issued as a Small Business Set set-aside in accordance with Federal Acquisition Regulation (FAR) 52.219-6 (Mar 2020). In accordance with Agricultural Acquisition Regulation (AGAR )452.219-70 (NOV 1996) Size Standard and NAICS Code Information is : NAICS – 325320 Pesticide and Other Chemical Manufacturing Small Business Size Standard – 1000 Employees First Article Testing Required in accordance with FAR Clause 52.209-4 - First Article Approval -- Government Testing. (Sep 1989) First article testing will be required as part of the solicitation and prior to delivery (when requested). Five samples will be sent to the USDA Plant Protection and Quarantine Facility in Buzzards Bay, MA at no cost to the government. Testing may include, but is not limited to, durability of the trap and water exclusion of the assembled trap. As an example, if a product is widely failing to meet three years of field durability because the plastic is becoming brittle in 1 year. APHIS may seek compensation for a latent defect of the product. The solicitation# 12639520R0038 and all other documents related to this procurement will be available on the Beta.SAM website.
