The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), National Centers for Animal Health (NCAH) in Ames, IA is seeking qualified and experienced sources interested in establishing a firm-fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) contract for certified laboratory testing of human blood samples for anti-rabies virus antibody levels using the Rapid Fluorescent Focus Inhibition Test (RFFIT). The Government is requesting that interested vendors capable of satisfying the requirements in Attachment 1 (Draft Statement of Work) furnish a Capability Statement that includes past experience with this type of testing service, along with the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Size and type of business (i.e., small business - disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, or large business, etc.) under the North American Industry Classification System (NAICS) code 541380, with a size standard of $16.5 million in annual sales, for Testing Laboratories. (3) Company DUNS Number to confirm current www.SAM.gov registration. Small Business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
