SOURCES SOUGHT NOTICE This is a Sources Sought Notice to determine the availability of potential sources for an anticipated requirement for Digital Asset Management Service (DAMS) for the U.S. Department of Agriculture (USDA) Rural Development Office of External Affairs (OEA). Additional detailed information is provided on the attached draft Statement of Work (SOW). As part of its market research, Procurement Management Office (PMO), Regional Acquisition Division Z (RADZ), Rural Development is issuing this Sources Sought notice to determine if there exists an adequate number of qualified interested small business contractors capable of fulfilling this requirement as further described in the Draft SOW. The Government may use the responses to this notice for information and planning purposes. The Draft SOW describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). A Firm Fixed Price (FFP) contract is anticipated. The anticipated performance period is a base year plus four one-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than five (5) pages in length. In your response provide a brief description of the capability, resources, technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Draft SOW will not be considered sufficient to demonstrate the capabilities of an interested party. The submission should include the following information: 1. Company name, address, and point of contact with corresponding phone number and e-mail address; 2. Unique Entity ID number, Cage Code, business size and classification; 3. GSA Schedule Number and applicable Category title and SIN(s) (if GSA schedule holder); and 4. Relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references). The corporate experience should include the applicable contract number, contract period of performance, a brief description of the services provided, and the relevancy of the services to the proposed requirement. A customer point of contact with corresponding telephone number and e-mail address should also be included. This Sources Sought notice is only for the purpose of identifying potential sources as part of PMO RADZ’s market research. No RFQ exists, therefore, do not request a copy of the RFQ. Please restrict all responses to nonproprietary information. Responses to the notice will not be returned. Responders are solely responsible for all expenses associated with responding to this notice. PMO RADZ will not pay for information received in response to this notice. NOTICE OF INTENT TO SOLE SOURCE The USDA, Rural Development (RD), Procurement Management Office, intends to award a sole source contract for a Base Year and Four Option Years, utilizing Simplified Acquisitions Procedures to PHOTOSHELTER INC., for Digital Asset Management Services. This contract is for all labor, material, and equipment. All work shall be performed in accordance with the Statement of Work. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes, however all interested parties who believe they can meet the requirements should contact danielle.rodriguez@usda.gov. NO SOLICITATION PACKAGE WILL BE ISSUED. This notice of intent is not a request for competitive quotations. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no responses are received within 3 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government that obtaining this service through a sole-source contract, then a sole-source acquisition will be made.
