This is a Sources Sought Notice ONLY. The USDA-ARS Conservation & Production Researh Laboratory (LNMRU) in Bushland, TX currently intends to award a sole source firm fixed price contract to Seal Analytical for the purchase of an annual preventative maintenance and service contract for a Seal Analytical AQ2 Discrete Analyzer. The current contract at midnight April 30, 2020. The term of the solicited contract is May 1, 2020 through April 30, 2021 with four option years to end April 30, 2025. The annual service and preventative maintenance contract will meet the following requirements: • All work must be Seal Analytical factory trained and certified, and not void any implied or expressed instrument warranties. • Must supply and utilize only OEM parts and supplies. • Cover at a minimum, one annual preventative maintenance visit annually, to include travel expenses, labor and standard PM OEM parts. PM visit will cover all factory recommended PM and services. • Cover at a minimum, one 1?day emergency on?site visit annually, to include all travel expenses and labor. Service must be on?site within three business days, or provide a free loan AQ2 analyzer unit with free shipping. • Include discount on all non PM parts fitted during the annual PM visit. • Include discount on all service parts fitted during emergency visit. • Include discount on any additional loan units needed. • Include discount on all training, consumables, and factory returned service repairs. • Include free OEM software upgrades and patches as they are rolled?out by Seal Analytical. • Include telephone and e?mail customer support. • Free updated methods revisions and consultations as needed by CPRL. The proposed service vendor, Seal Analytical, is the manufacturer of the analyzer and all service work will meet specifications. Seal Analytical is also the originating source for all required parts. Using another vendor will void the warranty and possibly skew the continuity of research.
