The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, has a construction requirement at its National Center for Applied Plant Protection in Laurel, Maryland. NCAPP safeguards agricultural resources from the risks associated with the entry, establishment, or spread of exotic plant diseases introduced into the United States. The requirement is to install a new effluent decontamination system, which treats the hazardous waste NCAPP produces. Several key components on the existing system are either deteriorating or inoperable, so work includes cleaning, removing, and disposing of it. Most of the work is mechanical, with incidental electrical work. The NAICS code is 238220, with a small business size standard of $19 million, and the estimated magnitude of the project is between $1 million and $5 million.
