The National Soil Survey Center (NSSC) conducts various laboratory and field analyses and studies associated with the soils disciplines in support of the Natural Resource Conservation Service mission. A significant percentage of the soil samples that are received, processed and analyzed at the Kellogg Soil Survey Laboratory (KSSL) Branch are from areas regulated by the USDA Animal and Plant Health Inspection Services (APHIS). These soil samples have the possibility of containing organisms, seeds, or other pathogens or pests that could potentially cause damage to plants or animals if released. Therefore, APHIS requires that all regulated soil and any item or materials that comes into contact with the regulated soil be treated to destroy the organisms. The NSSC, KSSL Branch is seeking to establish a contract with the only qualified vendor in the state to haul and treat our APHIS regulated waste stream according to the conditions of our APHIS soil permit and/or compliance agreement. They are the only local vendor of sterilization services for our particular APHIS regulated waste stream and who has the necessary APHIS permit to receive our APHIS regulated waste stream. No other vendor is capable of meeting our need due to the requirements of the APHIS permit and the capability to meet the requirements locally.
