The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source firm fixed price purchase order with a base period of one year, along with four one-year option periods to Digital Science & Research Solutions, Inc. for a subscription for Figshare Repository Solution software. This subscription to Figshare data catalog and repository platform will support, metadata, curation, storage and publishing requirements along with development services to: a) Integrate the application with other NAL applications, including Symplectic Elements. b) Create static IP addresses to meet USDA IT security requirements. The statement of work is attached for reference. The proposed contract will be awarded using Sole Source Justification procedures citing the authority FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Digital Science & Research Solutions, Inc. has been supplying this platform to the USDA since 2019 on several one-year contracts. The justification for other than full and open competition is attached for reference. This synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract based on this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting the requirements within the statement of work which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Sources Sought Notice The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) is seeking companies that sell licenses for Symplectic Elements Core Solution, including the Discovery Public Interface and Impact and Assessment modules with support. The purpose of this Sources Sought Notice is to conduct market research to determine if there are other sources capable of providing these licenses. The Government is seeking information from all interested parties who can provide these licenses. This Sources Sought Notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the USDA ARS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the USDA ARS will not pay for any information or administrative costs incurred in response to this Sources Sought Notice. All costs associated with responding to this Sources Sought Notice will be solely at the responding party’s expense. Responses to this Sources Sought Notice must be submitted electronically via email to Scott.Ballweg@usda.gov no later than 11 August 2023. Responses should include company name, address, point of contact, phone number, email address, UEI number, CAGE code, business size (large or small), and capability statement. The capability statement should include: A description of the company’s experience in providing Symplectic Elements Core Solution licenses. A description of the company’s experience in providing Discovery Public Interface and Impact and Assessment modules with support. A description of the company’s experience in providing licenses to government agencies. Any other relevant information that demonstrates the company’s ability to provide these licenses. This notice is issued in accordance with FAR Part 10 and FAR Part 15. The Government will use the information received from this notice to determine whether there are other sources capable of providing these licenses. Please note that this notice is not a request for proposal or an invitation for bid. The Government will not pay for any information received in response to this notice.
