Notice of Intent to Sole Source – YSI, INC Solicitation Number: AG-64PP-S-19-0006 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this presolicitation is for informational purposes only. The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to 1700 1725 Brannum Lane, P.O. Box 279, Yellow Springs, OH., 45387. This is a sole source procurement under the authority of FAR 13.106-1(b), “Soliciting from a single source” based upon only one responsible source capable of meeting the Government’s requirement. This is a requirement for self-contained continuous flow bubblers. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received by 3 PM (Central) on Saturday, April 18, 2020. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no written responses are received after the publication of this notice the purchase will be awarded without further notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-64PP-S-19-0006 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. The NAICS code applicable to this acquisition is 334516. For a small company to qualify as a small business, the small business standard is 1,000 employees or less. The USDA, ARS, Plant Genetics Research Unit, Columbia, MO. require an Agilent 3500 Multicell Pletier Uv-Vis Spectrophotometer. DESCRIPTIVE LITERATURE: Offerors shall submit a copy of the descriptive literature (with pictures) describing their proposed equipment with enough detail to ascertain whether the equipment meets the criteria listed above. QUOTE PRICE MUST INCLUDE any freight, shipping, handling, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The delivery date is within 60 days after receipt of order (ARO), however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement, including delivery date; (ii) past performance; and (iii) price (based on F.O.B. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations.
