The intent of this presolicitation is for informational purposes only. The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to Metabolon, Inc, P.O. Box 110407, Research Triangle Park, NC 27709. This is a sole source procurement under the authority of FAR 13.106-1(b), “Soliciting from a single source” based upon only one responsible source capable of meeting the Government’s requirement. This is a requirement for a global metabolomics analysis of dietary entomotoxic protein response in western corn rootworm, and maize root response to rootworm herbivory. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received by 3 PM (Central) on Saturday April 18, 2020. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no written responses are received after the publication of this notice the purchase will be awarded without further notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-64PP-S-19-0005 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. The NAICS code applicable to this acquisition is 5417. For a small company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, Plant Genetics Research Unit, Columbia, MO has a requirement for a soybean transformation service: 1. We will send nucleic acid sequences for synthesis and cloning into a binary transformation vector. 2. Transformation vector will be used to transform William 82 soybean and produce 10 independent events for each construct. 3. Vendor will PCR screen events for the selectable marker and advance 10 positive T0 events through the greenhouse and produce T1 seeds for USDA-ARS scientist. 4. A total of 7 DNA vectors will be performed in the project. DELIVERY DATE DUE: The Government requires delivery and invoice no later than 90 days after receipt of samples, however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the service offered to meet the Government requirement, including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the technical capability of the service offered to meet the Government requirement. B) Delivery. C) Warranty, D) Descriptive Literature.
