This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number this action is being issued under is 12-5680-19-Q-0005. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2009-02. This effort is being competed as a 100% Total Small Business Set Aside. The applicabe NAICS code is 334519 and the size standard is 500 employees. Pricing submit for the test frame shall include installation, initial testing, integration checks, commissioning and calibration of a universal materials test frame with the following features: 0001 - UNIVERSAL MATERIALS TEST FRAME REQUIRED SPECIFICATIONS for the Universal Materials Test Frame: • Dual column test frame with minimum force capacity of 50kN o Electromechanical with pre-loaded ballscrew drive and crosshead guidance columns • Maximum speed of 500 mm/min • Minimum speed of 0.005 mm/min • Minimum vertical crosshead travel of 1 meter • Minimum width between columns of 400 mm • Integrated load cell(s) o Full range of test frame load capacity o Auto recognition and calibration o Minimum 0.5% measurement accuracy o Load measurement accuracy: meets or exceeds ASTM E4 standard o Include any adaptors required for connection to the crosshead • Digital crosshead drive system with fully variable speed control o Position encoder, load, and strain signal conditioners with 24 bit analog data conversion ? Integrated digital closed-loop force and position control • additional high level (+/- 10V) input control channels o Auto recognition and calibration capability on all strain channels following TEDS (transducer electronic data sheets) protocol or equivalent o Integrated data acquisition hardware ? To include sets of serrated jaws, accommodating specimen thicknesses from 0mm to 16mm. Hands-free switch, such as a foot pedal, to activate clamping force on individual grip 0003 - Universal mounting table (T-slot or equivalent) (OPTION ITEM) Steel (or equivalent material). Inclusion of any hardware to connect table to test frame. Inclusion of mounting hardware - one set of 10 male and female connectors. 0004 - Adapter cables (OPTION ITEM) Adapter cable to interface with existing, on-site axial extensometer: Instron model 2630-108. 0005 - Adapter cables (OPTION ITEM) Adapter cable to interface with existing, on-site axial extensometer: MTS model 634-31E-24. 0006 - Adapter cables (OPTION ITEM) Adapter cable to interface with existing, on-site Instron 2525 series load cells. 0007 - Integrated axial extensometer (OPTION ITEM) Nominal gage length of 1 inch. Strain ranges of +20% / -10%. Auto recognition and calibration. 0.15% measurement linearity of full-range. Meets or exceeds ASTM E8/E9 0008- Additional integrated load cell (OPTION ITEM) Load capacity of 10 kN. Auto recognition and calibration. 0.5% measurement accuracy. Load measurement accuracy: meets or exceeds ASTM E4 standard. Include adaptors required for connection to the crosshead. 0009- Additional integrated load cell (OPTION ITEM) Load capacity of 30 kN. Auto recognition and calibration. 0.5% measurement accuracy. Load measurement accuracy: meets or exceeds ASTM E4 standard. Include adaptors required for connection to the crosshead. The vendor shall provide pricing for all Contract Line Items 0001-0009 above to be considered for award. The Government requires pricing for all Contract Line Items included to be valid for 12 months after contract award. The Government intends to award Contract Line Item Number 0001 at the time of award. Lines 0002-0009 may be awarded with the initial award, or during the 12-month period of valid pricing. Pricing submit shall include shipping, handling, delivery and all other costs associated with providing the specified equipment. CLAUSES FOR THE INCPORPORATION OF OPTION LINES: 52.217-5 -- Evaluation of Options. Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) 52.217-6 -- Option for Increased Quantity. Option for Increased Quantity (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days of Contract Award. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. 52.217-7 -- Option for Increased Quantity -- Separately Priced Line Item. Option for Increased Quantity -- Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule.
