The USDA, Agricultural Research Service (ARS), Northwest Irrigation and Soils Research Laboratory (NWISRL) is conducting market research to identify capable vendors to perform analysis of plant and soil samples with tests as shown below which which will vary with each sample batch. The work to be performed is analysis of plant and soil samples, for results requested per each sample batch. There will be 128 soil samples sent in the spring, and 128 plant samples sent in the fall. We will send another batch of 244 soil samples in the fall. Two soil samples from another project will be submitted as well. The period of performance for this work will be spring of 2020 through calendar year end 2020. The services must be performed using the same lab, process and procedures used as for prior sample batches. We anticipate a turnaround time of 30 working days. Prior samples were processed by the University of Idaho Analytical Sciences Laboratory. We used this lab to ensure research consistency and continuity with this 8-year project. The specific results requested for each batch may vary within these itemized tests. The soil samples submitted in Spring of 2020 are to be analyzed for: TEST Total C & N Soluble Cations (Ca, Mg, K, Na Extractable Cations (Ca, Mg, K Na) DTPA Extractable (An, Cu, Mn, Fe) and Cd Calcium Carbonate Content Calcium Nitrate Extractable Cl Extended Fertility Test (including EC) Moisture content The plant tissue samples (dry weight) to be submitted in the Fall of 2020 are to be analyzed for: TEST Total C & N Plant Boron Chloride Macro/Micro (Ca, Mg, Na, K P S Zn, Cu, Mn, Fe, and Cd) Plant Nitrate Plant drying and grinding (if needed) The soil samples to be submitted in the Fall of 2020 are to be analyzed for: TEST Nitrate and Ammonium Olsen P Total C & N Soil Organic Matter (Walkley-Black) pH and EC Total Recoverable Element Screen by ICP-OES: As, Ba, Cd, Co, Cr, Cu, Fe, K Mg, Mn, Mo, Na, Ni, P, Pb, S, V, Zn Drying and Grinding (if needed) An additional two soil samples will be submitted for analysis requiring only the following: TEST Nitrogen-Ammonia Nitrogen-Nitrate + Nitrite This is a Sources Sought notice. This is NOT a solicitation for quotations. The purpose of this notice is to obtain information. North American Industry Classification System (NAICS) code for the proposed acquisition is 611310. Respondents shall furnish sufficient information necessary for the Government to conclusively determine that they are capable of meeting the requirements identified above. Firms believing they can meet the requirements are encouraged to respond electronically with no less than the following information: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number, and email address; • Descriptive material necessary for the government to determine whether the service offered meets the requirements.
