PURPOSE: The US Forest Service, Region 3 Western Zone Contracting and Property Office with the Region 3 Kaibab National Forest, Tusayan Ranger District is conducting market analysis with this RFI to seek information from industry (small business concerns) to assist with the refinement, development and planning to determine the most suitable approach for acquiring and fulfilling the needs associated with construction of Ten X Campground Construction Project, as identified in the attached Draft Statement of Work (SOW). The purpose of this RFI synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Forest Service US Forest Service, Region 3 Western Zone Contracting and Property Office with the Region 3 Kaibab National Forest, Tusayan Ranger District may issue a solicitation and award of a contract to "Ten X Campground Construction Project", subject to availability of funds. The magnitude of this project is between $2,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 06 April 2020 at 4:30pm MT. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past seven years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. DISCLAIMER: This RFI is not a RFP and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. Federal Acquisition Regulations (FAR) clause 52.215-3, “Request for Information or Solicitation for Planning Purposes,” is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This project consists of reconstructing areas within the existing Ten X Campground, constructing a new entrance station, gathering area, roads and campground loops.
