This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (June 5, 2019). All responsible sources may submit a quotation which will be considered by the agency. The agency will make award based on the best value that meets the Government need, considering both price and non-price factors. The purchase is set aside 100% for small businesses. The applicable NAICS code is 115310. The Size Standard is $19M. The Product/Service Code is F099. STATEMENT OF WORK/DESCRIPTION/SPECIFICATIONS 1. DESCRIPTION OF WORK: Base Items 1 and 2-This project is to conduct jackpot burning activities on the Lower Trinity Ranger District on the Six Rivers National Forest. Residual activity fuels from Happy Camp Mtn. plantation thinning during 2012-2014 would be jackpot burned in place to reduce hazardous fuel concentrations and break up the continuity of excessive dead and down surface fuels(Map 1). Work activities will require a 5 person burn crew, and 2 Engines with water capability, fully staffed with 5 personnel. Proof of current NWCG qualifications for 1 RXB2, 1 FIRB and 2 ENGB. Option Items 1 and 2- This project is to conduct pile burning activities on the Lower Trinity Ranger District on the Six Rivers National Forest. Piled and covered activity fuels from Waterman hazardous fuel thinning during 2018 would be pile burned to reduce accumulation of fuels from the thinning, pruning and piling activity (Map 2). Work activities will require a 5 person burn crew and proof of 1 RXB3. 2. PROJECT LOCATIONS: All units are located in Humboldt County within ~ 8 air miles E-SE of Willow Creek, California. Units can be accessed from Willow Creek utilizing Forest Service Route 4 and Highway 299. Please see the Project Map for specific unit access. Legal Descriptions for the project areas: Happy Camp Mtn is approximately: T6N, R6E, Sec: 3, 4, 9, and 10, and T7N, R5E, Sec 25 Humboldt Base Meridian. The Legal Descripton for the Waterman project area is approximately: T7N, R5E, Sec 10, 24, and 25, and T7N, R6E, Sec 31 and 32, Humboldt Base Meridian. 3. DESCRIPTION/ACCESS Project area is located on the Six Rivers National Forest on the Lower Trinity Ranger District. Detailed maps of the Six Rivers National Forest are available from the Lower Trinity District Office. The Government is not obligated to perform any unscheduled road maintenance. The Government will determine the most suitable access route to the project areas. Work units are accessible by a standard or 4-wheel-drive vehicle. Inaccessibility due to snow, fallen trees, slides or wash-outs on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route; (2) delete the inaccessible portion of the work units; (3) substitute similar work units. Access: The work units are adjacent to roads and require little walking distance. Maps: The maps are intended to show only the general size, shape, and location of the areas. If the maps conflict with the field marking (flagging or tags), the field markings shall govern. Positions of features are approximate. Unit maps may show spur roads into work units. Boundaries: The boundaries of all units are defined on the ground with lime green flagging. 4. CONTRACT TIME The Contractor shall begin work within 5 calendar days after the effective date of the Notice to Proceed and shall prosecute the work at a rate that will result in completion of all work within the following time frame: prep work for jackpot burning may begin August 1, 2019. ALL ITEMS MUST be completed by January 31, 2022. Additionally, based on biological and physical conditions within the units, the Contracting Officer or COR may specify an order in which units are worked. Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time. The Government reserves the right to establish the priority of items. 5. SUPPLEMENTAL PROJECT REQUIREMENTS: All terms and conditions of the underlying contract are applicable. The following is supplemental information specific to this requirement. Contractor-Will provide proof of current NWCG qualifications for RXB2, RXB3 and FIRB and all assigned firefighters, and evidence of liability insurance. Base Item 1 This item requires some construction of fire control lines and/or hose lays as necessary to contain prescribed fire. Follow environmental and fire behavior prescriptions as outlined in Prescribed Fire Burn Plan. Provide adequate line production capabilities for assigned resources as required in the Prescribed Burn Plan. Implement ignitions on ~ 260 acres of Jackpot Burning in Happy Camp Mountain project area. Meet the range of fuel reduction objectives (40-80%) as specified in the Prescribed Burn Plan. Document weather conditions and fire behavior through the duration of prescribed fire activities. Secure and mop-up perimeter, no smokes or heat, at a minimum of 100 feet from fire control lines before turning over to Forest Service for monitoring and patrol. Maintain public and firefighter safety through the duration of prescribed fire implementation activities. Fall any overhead hazards or fire compromised trees as a result of jackpot burning activities before turning over to Forest Service for monitoring and patrol. Fall any overhead hazards or fire compromised trees as a result of jackpot burning activities before turning over to Forest Service for monitoring and patrol. This item will be awarded if funds are available. Optional Item 2 This item requires hand ignition of piled and covered activity fuel hand piles. This item will be awarded if funds are available. SPECIFIC WORK REQUIREMENTS: Site specific direction will be given on a daily basis by the COR or project inspector. In some cases, the project inspector may be the prescribed fire burn boss. Site-specific project specififcations will be provided, as needed, and will correspond to the descriptions of work in the parent IDIQ. Site-specific maps (either paper or electronic) will be provided as the need is determined by the COR. Personnel, Transportation, and Equipment The following are the decriptions of requirements for personnel, transportation, and equipment for each 5-person module and Engines: 1. Five (5) persons; at least one person will be RXB3 qualified and able to handle administrative responsibilities for the module on behalf of the contractor; this person shall be proficient in written and spoken English. 2. Transportation: 1 vehicle capable of operating on narrow, unpaved roads 3. Equipment (per 5-person module): 2 chainsaws (saw gas and supplies) 2 pulaski, 2 shovels, 2 scrapers, 1 backpack pump 1. 2 Five (5) person Engine Modules; at least one person will be RXB2 and FIRB qualified. 2 ENGB able to handle administrative responsibilities for the module on behalf of the contractor; this person shall be proficient in written and spoken English. 2. Equipment (per 5-person engine module): 2 chainsaws (saw gas and supplies) 2 pulaski, 2 shovels, 2 scrapers, 1 backpack pump Personal Protective Equipment The following personal protective equipment (PPE) is required for each individual participating in prescribed fire implementation: 1. Boots: Leather, lace-up type, minimum of 8" high with lug type sole in good condition (steel toed boots are not acceptable). 2. Wildland Firefighter's Helmet - (NFPA) 1977 compliant helmet. Or equivalent hardhat meeting ANZI Z89.1-2003 Type 1, Class G or ANSI Z89.1-2009 Type 1, Class G. All helmets must be equipped with a chin strap. 3. Gloves: One pair of heavy-duty leather work gloves. 4. Eye Protection: One pair (must meet standards ANSI Z87.1, latest edition). 5. Hearing Protection: Use hearing protection whenever sound levels exceed 85 dB, i.e. during chainsaw operation. 6. Head Lamp: With batteries and attachment for mounting to hard hat. 7. Canteen: At least one (1) quart size canteen full of water, two (2) is recommended. 8. Fire Shelter (M-2002): One per person (must be manufactured in accordance to FS specification 5100-606 and certified by Underwriters Laboratory (UL)). Flame Resistant Clothing: A minimum of two full sets of flame resistant shirt and pants. For routine fireline duties, flame resistant clothing must: • Self-extinguish upon removal from a heat source. • Act as an effective thermal barrier by minimizing conductive heat transfer. • Not melt or shrink to any appreciable degree upon decomposition during exposure to a high heat source. • Be manufactured from flame resistant material such as; aramid (NomexTM), para-aramid (Kevlar©) or other similar fabric. Note: It is recommended that firefighters wear a short-sleeved t-shirt, underwear, and socks under flame resistant clothing. T-shirt, underwear, and socks should be made of 100% cotton, wool, or a 100% flame resistant blend of fibers. 10. Chain Saw Chaps: For each firefighter who operates a chain saw, chain saw chaps must be worn during saw operations. Chain saw protection/chaps shall meet USFS Specification 6170-4F or later, or meet the current requirements of NFPA 1977. Chain saw chaps should be adjusted for a snug fit that will keep them positioned correctly on the legs. Chain saw chaps must be long enough to reach 2 inches below the boot tops. Proper fit and correct chap length maximize protection. Qualification Card Each firefighter must carry a photo identification card issued annually by the Contractor for whom the firefighter is working. Information on the card must include: • Name of the firefighter typewritten or printed. • Photograph of the person, recent digitized photograph, similar to the size and clarity • of a state issued driver's license, • A unique employee number (not their social security number), • Firefighter's full legal name, • List of position(s) for which the firefighter is qualified and date of qualification(s), • Seasons of experience, • English language proficiency, • Date the firefighter passed the Work Capacity Fitness Test, • Date the firefighter completed Annual Fireline Safety Refresher training, The Contractor must sign the firefighter's identification card certifying that the individual has met all the training requirements of this contract. Physical Demands Work under this contract requires strenuous physical exertion for extended periods including walking, climbing, chopping, throwing, lifting, pulling and frequently carrying objects weighing fifty (50) pounds or more. All personnel engaged in prescribed fire implementation shall have passed the Work Capacity Fitness Test (WCFT) at the arduous level. The fitness requirement is the ability to negotiate a three (3) mile hike with a 45-pound pack in less than 45 minutes. Copies of the publication titled "Fitness and Work Capacity," second edition NFES 1596 April 1997, and associated videos can be purchased from the Great Basin Fire Cache at the National Interagency Fire Center in Boise, Idaho. The Government reserves the right to monitor the administration of any classroom instruction, and WCFT administered for compliance with "Work Capacity Fitness Test Instructor's Guide." The Contractor(s) must provide proof that their employee(s) has/have met this requirement upon request. Smoke Prescribed fire implementation involves exposure to smoke. Information on smoke impacts can be found in the NWCG Smoke Management Guide for Prescribed Fire (https://www.nwcg.gov/sites/default/files/publications/pms420-2.pdf). 6. CONTRACTOR REQUIREMENTS: The Contractor shall furnish all labor, equipment, supervision, transportation, and supplies to perform all work specified therein. Equipment and supplies: The Contractor shall supply all tools, fire apparatus, hose, pumps, drip torches, fuel and water delivery capable of implementing prescribed fire activities. Inspection: The Contractor is expected to continuously evaluate the meeting of objectives as specified in the Burn Plan for jackpot burning and pile burning activities. 7. WILDLIFE LIMITED OPERATING PERIOD (LOP): The project areas are in or adjacent to activity centers for the Northern Spotted Owl (NSO) and as a result, have limited operating period (LOP's) from February 1 to July 31. Units may be worked at any time outside of the Limited Operating Period but in accordance with the seasonal and environmental prescription in the Prescribed Burn Plan. 8. SITE VISIT , FAR 52.237-1 (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A site visit is optional. GOVERNMENT FURNISHED PROPERTY: Prescribed Fire Activity Signs and Road Signs, portable water tanks and water tender. 10. WATER PROTECTION REQUIREMENTS: No refueling, oiling or maintenance can occur on power saws or other tools within 50 feet of all streams. Garbage and human waste shall be disposed of properly. No trash will be placed in piles or left at the job site (this includes old chainsaw parts). Human waste will be buried with a shovel away from the job site. 11. INSPECTION AND ACCEPTANCE: Government inspections for jackpot and handpile burning will be made periodically as work progresses, or as work is completed, to determine acceptability of methods to meet objectives and performance, the end product of operations, and to make measurements for payment. The Contractor or his representative is encouraged to observe the inspection and will receive inspection summaries upon request. The Government will designate inspectors and make these inspectors known to the Contractor through the use of Designated Inspector forms of which the Contractor will receive copies. The Government will inspect the Contractor's work after the Contractor has completed the work and their inspection results are of passing quality. 1 Plot for every 25 acres of jackpot burning and visual assessment of pile burning. 12. REWORK AND REINSPECTION AFTER REWORK: When inspection results are below 90-100 percent of any part of the objective elements, payment will not be made until the deficiencies have been corrected. Inspections after rework will be made in the same manner as the first inspection. The Contractor shall bear the cost of inspections necessitated by the rework. 13. PAYMENT: Payment will be 100 percent of bid price when inspection results are 90-100 percent acceptance. If the work quality falls below 90 percent, the COR/Inspector shall immediately notify the Contractor verbally and direct the Contractor to improve the quality of his work. If the quality of work is not raised to an acceptable level within 24 hours or one (1) workday after written notification, the Contracting Officer may issue a Suspend Work Order to resolve the problem, during which time contract performance time shall continue to run. If untreated or unacceptably treated areas are the primary reason for unsatisfactory work, the area shall be reworked to obtain satisfactory work quality. If, after the allowable time for correction of the quality of work, the COR in conjunction with the Contracting Officer will deduct a percentage of funds from the line items that corresponds to the 90 percent required and the actual percentage obtained. Pay will be for the actual percent quality on the inspection results when it falls below 90 percent and rework cannot correct the problem. Disagreement between the parties shall be subject to the clause entitled "Disputes". 14. POST AWARD CONFERENCE (AGAR 452.215-73) (NOV 1996) A post award conference with the successful bidder is required. It will be scheduled within 10 days after the date of contract award. The conference will be held at a location and time mutually agreeable to the Forest Service and the Contractor. 15. EVALUATION - COMMERCIAL ITEMS FAR 52.212-2 (JAN 1999) The Government will evaluate quotes based on the best overall value to the Government, price and other factors considered. Factors to be considered include: • FACTOR 1: PRICE Pricing must be filled out on attached Schedule of Items. • FACTOR 2 : RELEVANT EXPERIENCE Relevant Experience is the measure of an Offerors experience providing the same or similar services as those desired under the current solicitation. Offerors shall submit a description of their experience with performing tasks related to those required under this contract. • FACTOR 3 : PAST PERFORMANCE Past Performance is a measure of the degree to which an offeror has satisfied its customers, complied with contact terms and conditions in addition to applicable laws and regulations. The Government may contact references to evaluate an Offerors experience and past performance record, inquiring about elements such as the quality of the work, customer satisfaction, timeliness of performance and overall business relations. Offerors shall submit the following information for up to 3 current or past similar contracts/ projects performed with a preference for recent projects and for Government contracts if possible. 1.
