USDA, ARS, NWISRL in Kimberly, ID intends to purchase a carbon nitrogen analyzer. This is a Combined Synopsis/Solicitation announcement for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number 901205405000758_CWR is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-003 corrections. Interested offerors must submit their quote by filling out the attached Standard Form 18, Request for Quotation. Successful offeror will be evaluated by the evaluation factors that are included in the Standard Form 18. The government intends to award a Firm Fixed Price Contract in August of 2019. SPECIFICATIONS ARE AS FOLLOWS: 1. Instrument must be capable of analyzing carbon and nitrogen via high temperature combustion. 2. System must be able to analyze carbon and nitrogen at the same time and operate in a separate mode where nitrogen is analyzed alone. 3. System must have an integrated position top loading sampler for automated ash removal with 90 sample capacity or greater. 4. Instrument must be capable of analyzing up to 1 g of organic sample and up to 4mL of aqueous solution using 5 mL stainless steel reusable crucibles. 5. System must allow both helium (99.995% pure) and argon as a carrier gas and oxygen (99.995% pure) as the combustion gas. No other gases should be required. 6. The footprint must be 30 inches X 30 inches (WxD) or less to fit on available lab benches. 7. Oxygen dosing should be automatically controlled with software to prevent over-dosing. 8. Instrument must be able to operate with a 110/120 VAC standard United States wall outlet. 9. For carbon and nitrogen must be able to detect DOWN to approximately 0.1 mg and for carbon must be able to detect UP to 500 mg, for nitrogen must be able to detect UP to 200 mg. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. The solicitation will only be available for download at no charge at the Federal Business Opportunities (FBO) website. (http://www.fbo.gov). No other site shall be used to obtain these documents. Prospective vendors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management (SAM) database at http://www.sam.gov. The procurement is set aside for small businesses. This procurement requires the use of Bio-based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available these products should first be acquired from among qualified products that fall under the umbrella of items designed through the USDA BioPreferred SM Program.
