(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, 2020-SS94, is issued as a request for quotation (RFQ) in accordance with FAR Part 13. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ or at https://www.acquisition.gov/. (iv) This RFQ is unrestricted and posted as unrestricted. The NAICS code is 115113. (v) This requirement is the United States Department of Agriculture (USDA), National Animal Disease Center (NADC) to purchase the following item in the following quantities: CLIN Description Qty Price per Ton Extended Price 001 Corn silage 450 $ $ * Price shall include all costs needed to accomplish the work described below including incidental materials. Evaluation of Best Value will be made in accordance with FAR Part 13 where price, technical capability, and past performance are the factors. Past performance and Technical Capability are more important than Price. (x) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items (Jan 2017) applies to this solicitation. The contractor shall be currently registered in SAM at www.sam.gov and, either complete the on-line Offeror Representations and Certifications www.SAM.gov or return a completed copy of the Offeror Representations and Certifications with their quotation. (xi) The clause at 52.212-4 Contract Terms and Conditions - Commercial Items (Jan 2017) applies to this acquisition. (Government references preferred but will accept commercial references). References shall be provided for the items proposed (or similar) and, if possible, include the email address of the reference person to be contacted; 3) Proof of an active SAM record (www.sam.gov). All responsible sources may submit an offer which will be considered. Vendors MUST have a record showing "Active" to be considered for award. No quotes will be considered from vendors lacking active SAM records.
