This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is 2219-SS37 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04 The North American Industry Classification System (NAICS) code for this procurement is 112990 with a small business size standard of .75 Mil. Place of Performance: Ames, IA 50010 Background The mission of the National Animal Disease Center is to conduct research on diseases of livestock in the United States and pathogens that cause these diseases. Research objectives are approved in 5 year OSQR plans that undergo scientific review in accordance with congressional requirements. The Brucella OSQR plan includes characterization of in vivo responses to infection and vaccination in cattle, bison, elk and swine. Procurement of young animals is needed for ongoing experimental studies. 1.2 Specifications Purchase of 32 elk female calves for use in ongoing experimental studies. Purchased animals will have sound legs, good eyes, and not demonstrate any signs of clinical illness. Animals should be from a herd that is free of chronic wasting disease. 1.3 Place of Performance 2.0 Delivery or Deliverables Purchase price may include delivery or alternatively, arrangements will be made by the Animal Resource Unit to pick up the animals and deliver them to NADC. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following; capability to meet the requirements, distance to NADC, and price and the best value to the government. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
