This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. This solicitation is 100% set-aside for an 8(a) Small Business. The associated NAICS code is 541511 and the Small Business Size Standard is $34M. The USDA Rural Development Technology Office (TO) is responsible for developing, maintaining, and operating a portfolio of IT systems in support of RD's core programs. These programs provide financial assistance in the form of guaranteed and direct loans and grants. RD requires the services of a qualified Offeror to provide support for four Focus Areas: 1) Production Support Operations (PSO), 2) Sustainment Engineering (SE) Salesforce Application O&M, 3) Sustainment Engineering (SE) “Legacy” Application O&M, 4) Development, Modernization, and Enhancements (DME). The Government intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The resulting IDIQ contract will include a 3-year ordering period with a 6-month option to extend services.
