This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 12FPC421Q0002 is issued as a request for quotation (RFQ) and the acquisition procedures at FAR Part 13 are being utilized. The Government intends to issue a firm fixed price award. Attachment 1, SOW and Attachment 2, Wage Determination 2015-5578 Revision #14 dated June 12, 2020. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09 effective 10-26-2020 which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This is a 100% set aside for Small Business. The applicable NAICS code is 238910 Site Preparation, which has a size standard of 16.5 Mil. The USDA NRCS Oregon State office needs to obtain drilling services to complete a geotechnical subsurface exploration and characterization to be used in the engineering design and construction of structural works for the Tilla-Bay Farm bridge project in Tillamook County, Oregon. Date(s) and Place(s) of Delivery and Acceptance. Work is to be performed from February 1, 2021 to June 30, 2021. Delivery and acceptance of work will be the USDA NRCS Oregon State Office. The Government intends to make an award based on the Lowest Price Technically Acceptable process. In order to be considered Technically Acceptable, a contractor must provide the following information and provide information as to their capability to complete the work as required. The price quote must include the following documents. 1. Signed SF1449, price, and any amendments if issued 2. Proof SAM Active Registration 3. Past Performance information 4. Section xiii checked (Provisions) 5. Attachment 2, Contractor Information Quotes who provide the required information will be deemed technically acceptable. Award will be made to the firm who has been found technically acceptable and has provided the lowest price. Failure to provide the information stated above will not be considered for award. This procurement is being handled on behalf of the USDA NRCS Oregon State Office by the USDA FPAC-BC in Puerto Rico. This solicitation is subject to FAR 52.232-18 Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. iii.
