This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation Part 12.6 in conjunction with FAR 13.5, as applicable, and as supplemented with information included in this notice. The solicitation number is 12FPC419R0002 and is issued as a Request for Proposal (RFP). The North American Industrial Classification System (NAICS) code for this procurement is 561990 with a small business size standard of $11 million in annual receipts. This requirement is a TOTAL SMALL BUSINESS SET ASIDE and only qualified offerors may submit proposals. USDA NRCS intends to award a Firm Fixed Price contract to one responsive and responsible offeror as defined in FAR Part 9.104. Award Criteria - an award will be made to the responsive offeror and whose offer is the best value to the Government. An offeror is technically acceptable if its technical capabilities conform to the Government Statement of Work (SOW) and/or Performance Work Statement (PWS). USDA NRCS has a requirement to provide Field Support Services for the Bridger, MT Plant Material Center (PMC), located in Bridger, MT (Carbon County). The Contractor will provide all necessary personnel, labor, supervision, materials, supplies and equipment to meet or exceed the requirement listed in the PWS referenced in Section J - List of Documents, Exhibits and Other Attachments. PREPARATION OF PROPOSAL: See Performance Work Statement and Sections L, M of solicitation. SUBMITTED OFFERS: Address all completed packages to the USDA NRCS, Attention: Chanda Sow, Federal Building, Room 522, 200 North High Street, Columbus, Ohio 43215-2418. All delivered and hand carried offers must be received no later than 5:30 pm EST, May 30, 2019. Offerors may submit facsimile or e-mailed quotes as a response to this solicitation. The Government will not be responsible for any failure attributable to the transmission or receipt of fax and e-mail quotes. All RFP submitted must have the Solicitation Number clearly written on the outside of the bid envelope or package.
