(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number 12FPC419Q0018 is issued as a request for quotation (RFQ) , and the acquisition procedures at FAR 13, are being utilized. The contract type issued will be firm fixed price. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-04 effective 09-06-2019 (iv) This is a 100% small business set aside. The applicable NAICS code is 541990, which has a size standard of $15,000,000. For more information on size standards visit http://www.sba.gov/size. (v) Description of Requirement. [The USDA Natural Resources Conservation Service in Oregon is seeking quotes from vendors to conduct three aerial photography surveys of snow markers in Eastern Oregon as listed in attached table with locations and approximate dates (see attachments). (vi) Date(s) and Place(s) of Delivery and Acceptance. [The three surveys will be completed within these date windows: Jan 26 - Feb 3, Feb 26- Mar 3, and Mar 29 - Apr 3. The first and last survey will consist of two independent flights as noted on the pricing schedule, will be for the five snow markers located in the Wallowa Mountains of Eastern Oregon. The Wallowa flights will be conducted during the first and third time slots. Deliverable: Aerial photo of each snow marker via digital file transfer (email, ftp, web page) within 48 hours of survey completion. (vii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (viii) FAR provision 52.212-2, Evaluation-Commercial Items applies to this solicitation. EVALUATION PROCEDURES: 1) Vendor must have and demonstrate a minimum of 5 years experience in aerial photography. 2) Vendor must have an active SAM (System for Award Management) REGISTRATION (ix) EVALUATION PROCEDURES: Assuming that the vendor is able to meet the standards and responsibilities, this award will be made based on the lowest price. (x) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. This must be completed at SAM.gov and the registration in an "Active" status. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and addenda are not attached. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to this acquisition.
