Title: NRCS Oklahoma Post-Lake Road Streambank Stabilization Emergency Watershed Protection Program (EWPP), Logan County, OK Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) – Acquisition Division intends to issue a Request for Quotes (RFQ) on behalf of the USDA Natural Resource Conservation Service (NRCS) to propose a contract for streambank stabilization along Post-Lake Road, located SE ¼ 31-15N-4E. As a result of flooding in June 2021, this is an EWPP project consisting of 1,088 tons of installed riprap, 434 tons of installed bedding, 44 tons of installed crushed rock, as well as mobilization and debris removal. This RFQ will be a total Small Business set-aside. Interested contractors must be registered with current representations and certifications in the System for Award Management (SAM) database at https://sam.gov/content/home to be eligible for award. The full solicitation package will be posted in SAM on or around April 11, 2022. A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13. Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the amount of 100% of the project cost will be required within 10 calendar days of contract award. The anticipated period of performance for this project is 8 calendar days from the date contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The NAICS code is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $39.5 million. A site visit will be held on or around April 19, 2022. Additional details as well as precise location and time will be included in the solicitation document. All questions must be submitted via email before 12:00 CST on April 22, 2022, and answers will be provided via an amendment in SAM. Quotes will be due on or around April 29, 2022.
