Prior to 2018, the Farm Production and Conservation (FPAC) agencies were responsible for delivering its own administrative services such as human resources (HR), Budget, Auditing and External Affairs In 2018, FPAC created the Farm Production and Conservation Business Center (FPAC-BC) with the intent to consolidate service delivery across the FPAC mission area. However, when FPAC-BC was created, no analysis had been conducted to identify or create a FPAC-BC shared service catalog, articulate the specific functions within the FPAC-BC and FPAC’s agencies, define performance level targets, or outline accountability mechanisms. This contract will conduct evaluations of the shared service providers’ strategic, operational, and administrative functions and articulate the services FPAC-BC provides, the current target performance levels for those services as well as a plan for ongoing FPAC-BC service delivery improvement to the FPAC mission area. The FPAC-BC requires support to review its shared services with input from FPAC leadership and customers, define strong alignment between FPAC-BC and its customers on the deliverables and the recommended path forward for effective service delivery as well as create a shared service catalog and service level agreements.
