The focus of the project is to install bank stabilization measures in order to protect Powell Road and a power pole with 600 cubic yards of earthfill and 2,800 tons of rock riprap. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under the Sealed Bidding Procedures in FAR Part 14. A bid bond in the amount of 20% of the bid price is required to be submitted with bids. Bids and bid guarantees may only be submitted electronically due to COVID-19 restrictions. A formal bid opening will be held virtually; information for which will be published with the solicitation A Performance Bond (SF-24A), Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the amount of 100% of the project cost will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 78 calendar days from the date the contractor receives the Notice to Proceed. In accordance with FAR 36.204, the estimated magnitude of construction is between $250,000 and $500,000.
