The project will have two separate work sites located in Crawford County, Pennsylvania. The RFQ will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures in FAR Part 13. Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the amount of 100% of the project cost will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 70 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $13.0M. The site visit will be held on September 8, 2021 at 9:00ET at the Herber work site, followed by an 11:30ET showing at the Kiser work site.
