The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition and Procurement Division intends to issue and Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the BA-27 Repair - Barataria Basin Landbridge Project - LaFourche and Jefferson Parishes, Louisiana The work consists of placing geotextile, encapsulated Lightweight Aggregate (LWA) bags and Articulating Concrete Block (ACB) mats on top of existing class 300 riprap which had settled below the target elevation of +3.5 (NAVD 88) previous installed to prevent further marsh erosion. The length of repair is approximately 768 feet and includes two (2) separate locations approximately one (1) mile apart. Flotation access dredging will be required to mobilize placement equipment to the repair locations. Various surveys (e.g. Magnetometer, Pre-construction, as-builts) are also required. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, bid schedule, and wage rates will be posted and available from this website on or around March 22, 2021. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 7 calendar days of award of the contract. The anticipated period of performance for this project is 124 calendar days from the date the contractor receives the Notice to Proceed (NTP). The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $39.5M. In accordance with FAR 36.204, the estimated magnitude of the projects is between $1,000,000 and $5,000,000. An organized site visit has been scheduled for -- Tuesday, March 30, 2021, at 9:30 a.m. CDT Participants will meet at -- Clovelly Boat Launch located at E 36th Street, Cut Off, Louisiana. A formal site visit will be conducted and all prospective bidders will travel to the Clovelly Boat Launch for launching purposes and then travel to the project site. This is a private boat launch and bidders will be required to coordinate with the owner for access. All prospective bidders are required to bring their own boat transportation for travel to the project site. A minimum 16' boat will be equired. At no time will any prospective bidders be allowed to ride in Government equipment. All prospective bidders shall contact the Contract Specialist, Laureen Eipp, laureen.eipp@usda.gov with confirmation of their attendance at least two (2) days prior to the site showing for coordination purposes.
