Solicitation Number: 12FPC321B0004 Notice Type: Presolicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition Division intends to issue an Invitation for Bids (IFB) in accordance with FAR PAR 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for ACEP-WRE Construction Project in Marshall County & Roseau County, Minnesota. The work will consist of construction of wetland restoration that includes the following items: mobilization & demobilization, prescribed brush burning, pollution control, clearing & grubbing, salvaging & spreading, and earth filling berms. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, schedule of items, and wage rates will be posted and available from this website on or around February 08, 2021. A firm fixed price construction contract is anticipated under Simplified Acquisition procedures. The anticipated period of performance for this project is 90 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $100,000 and $250,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $39.5M. An organized site visit has been scheduled for Thursday, February 18, 2021 at 11:00 AM Central Time. Due to the sites being in a very rural are, no physical addresses are allocated with the properties. Contractors are to meet at the first location (Roseau County, Soler Township, NW ¼ Section 11 Township, 162N, Range 32W) before proceeding to the second location (Marshall County, Holt Township, NW ¼ Section 27 Township, 156N, Range 43W). A bid guarantee (SF-24), in the amount of 20% of the bid, is required to be submitted with each bid. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required from the successful bidder within 10 calendar days of award of contract.
