The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) in Kansas for Irrigation System Upgrades at the Plant Materials Center in Manhattan, Kansas. The work consists of replacing an existing, nonfunctioning air cooled irrigation engine with a new Tier 4 diesel engine/PTO connection to the existing irrigation well – (John Deere Power Tech EWX 4045TFC-03 with engine cooling package (66 continuous hp) or equivalent); the underground installation of approximately 5,000 linear feet of 6” pvc pipeline with 10 point of use risers; and drilling, casing, gravel packing and yield testing of new well to include submersible pump and associated pressure tank, check valve, and installations. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via email. Award will be made to the offeror who presents the best value to the government, price and other factors considered. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 7 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on Thursday, September 3, 2020. Quotes will be due on Tuesday, September 15, 2020 by 12 noon. A site showing to review the site will be held on Wednesday, September 9, 2020 at 9 a.m. local time. Interested contractors should meet on site, 3800 South 20th Street, Manhattan, Kansas.
