1. This notice is a combined synopsis/solicitation for construction prepared in accordance with the format in FAR Subpart 13 Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as an RFQ 12FPC319Q0057 for a Firm Fixed Price (FFP) contract for a main office building porch, porch roof, two sets of porch stairs and an ADA complaint ramp located at the USDA NRCS Plant Materials Center Kingsville, TX. The schedule, provisions and clauses in the RFQ are those in effect through Federal Acquisition Circular 2019-02/06-05-2019. This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 236118 Size Standard $36.5. The Contractor shall supply all materials, labor supervision, tools and equipment to complete an office porch, porch roof, two sets of stairs and an ADA complaint ramp per the attached Statement of Work (SOW) Attachment 001. 2. The period of performance shall be 120 days after the notice to proceed. For evaluation purposes, Offerors shall provide a firm fixed price for the line items contained in schedule B attachment 003. 3. Evaluation Factors and Basis for Award Determination a. Award will be made to the Offeror whose quote is determined to represent the overall best value to the Government using price, technical ability and past performance. When combined technical ability The Offeror must be a licensed General Contractor in the state of Texas and provide evidence thereof and provide (no more than a few pages) of similar relevant projects with customer contacts and telephone numbers. b. The Offerors submission will be evaluated to determine technical acceptability. Failure to address and provide evidence of the above elements of technical acceptability may result in the Government determining the quote as non-responsive. 4. The Government intends to evaluate quotes and award a single contract without discussions with Offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (CO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the CO's satisfaction, the Government reserves the right to withdraw and cancel the proposed contract. In such an event, Offerors will be notified in writing. 5. Applicable Provisions and Clauses are in Attachment 002. 6. Questions should be addressed to stephen.case@usda.gov. Telephone questions will not be accepted. Please provide any questions, in writing, no later than August 23, 2019 at 17:30 PM (EST). The Government reserves the right to not answer questions submitted after this time. Reference number 12FPC319Q0057 shall be included in the subject line. 7. Quotes are due no later than August 29st 2019 at 17:30 PM (ET) and should be submitted via email to stephen.case@usda.gov Confirmation of receipt will be provided; if an Offeror does not receive confirmation of receipt it is the Offeror's responsibility to contact the Contract Specialist to confirm receipt of the quote.
