This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number 12FPC319Q0021 is issued as a request for quotation (RFQ). The acquisition procedures at FAR Part 13 are being utilized. The Government anticipates this solicitation will result in one Firm Fixed Price award. This procurement is set-aside 100% for Small Business and falls under North American Industry Classification System (NAICS) code 531320 - Offices of Real Estate Appraisers. The Product Service Code is R411 Support - Professional Real Property Appraisals. Contract Line Item Numbers (CLINs). Item Description Unit Price ACEP/WRE Appraisal for the State of Texas Each Description of Requirement. Please refer to the specification attached as Attachment 1 to this solicitation for a detailed description of the services and deliverables required. Attachment 1, Scope of Work, Attachment 4, Service Contract Act Wage Determinations, and Attachment 2, Pricing and Certifications are incorporated and made a part of this Solicitation. The United States Government intends to issue one (1) Blanket Purchase Agreement (BPA) for Environmental Appraising Services supporting properties in Texas authorized under the Agricultural Conservation Easement Program initiated by the USDA/NRCS State Office in Temple, Texas. The government plans to award based Lowest Price Technically Acceptable (LPTA). LPTA means award is based on the lowest evaluated price proposal which meets or exceeds the acceptability standards for the non-price evaluation factors listed below. Evaluation Factors Description of Requirement: The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Texas, is seeking contractors to provide appraisal services for the execution and recordation of conservation easements on behalf of the Natural Resources Conservation Service. Services will be performed for conservation easement acquisitions in the State of Texas. See Attachment 1, Specifications Scope of Work for a detailed description of the required services.
