AMENDMENT 001 - Amendment 001 Serves to extend the RFQ submission deadline to close at 05:00 PM Central Time, on May 11, 2021. The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition Division is issuing a Request for Quotes (RFQ) on behalf of the USDA - Natural Resource Conservation Service (NRCS) for a Waterline Replacement for the Appalachian Plant Materials Center (PMC) located in Alderson, West Virginia. The work consists of a waterline replacement that includes the installation of a water system to replace the existing system. This system will cover the main office and attached greenhouse, pollinator demonstration area, seed barn, poly-covered greenhouse, shop/equipment building, shade house, as well as the pesticide mixing pad/building. The solicitation is a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Simplified Acquisition procedures. The anticipated period of performance for this project is 14 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $25,000 and $100,000. The NAICS code for this solicitation is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The Small Business Size Standard for this NAICS is $15M. An organized site visit has been scheduled for Thursday, April 08, 2021 at 10:00 AM EST, to be held at the following address: USDA, NRCS Appalachian Plant Materials Center 385 Old Prison Farm Road Alderson, WV 24910 An alternative form of payment protection will be required after award in the form of either a Payment Bond (SF-25A) or an Irrevocable Letter of Credit (ILC), in the amount of 100% will be required within 10 calendar days of award of the contract. The Government will evaluate quotes without discussions and award to the responsible quoter, whose quote, conforming to the solicitation, will be most advantageous to the Government, considering only price.
