The USDA FPAC Business Center-Acquisition Division is preparing to issue a solicitation on behalf of the USDA Natural Resources Conservation Service for work to restore and stabilize a section of streambank using gabion baskets along an UNT of Saltlick Creek in Terra Alta, West Virginia. The streambank has eroded to the point of bank failure adjacent to a home from severe storms that impacted the area on June 30th, 2019. The performance time to complete the described work and all subsidiary items is 10 days, which includes weekends and built in weather days. Subsidiary items include Channel Clearing and Shaping, Pollution Control, Seeding Sprigging and Mulching, Mobilization and Demobilization, Removal of Water, Excavation, Earthfill, Steel Reinforcement, Contractor Quality Control, Geotextile, and Obstruction Removal The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsive offer. A payment bond (100% of the offered and accepted price) will be required by the successful quoter within 7 days of award. The solicitation package, construction drawings and specifications are attached. Requests for quotes, under Simplified Acquisition Procedures, will be due December 20, 2018 by 12:00 p.m. local time.
