The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) for work authorized under the Emergency Watershed Protection Program to relieve hazards to life and property due severe storms that impacted the area on June 30th, 2019. The work consists of stabilizing a section of streambank using gabion baskets along Stinking Run in Harman, West Virginia. The streambank has eroded to the point of bank failure adjacent to a home from severe storms that impacted the area on June 30th, 2019. The performance time to complete the described work and all subsidiary items is 27 days, which includes weekends and built in weather days. Subsidiary items include Channel Clearing and Shaping, Pollution Control, Seeding Sprigging and Mulching, Removal of Water, Excavation, Earthfill, Contractor Quality Control, and Geotextile. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 7 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on Monday, January 6, 2020. Bids will be due on Monday, February 10, 2020 at 12 noon. A site showing to review the site will be held on Wednesday, January 15, 2020 at 10:00 a.m. Interested contractors should plan to meet at the lower building of the Harman Fire Department, US-33, Harman, West Virginia. Performance time will be calendar 27 days. Magnitude of proposed construction = $100,000 - $250,000 All questions should be provided in writing to Laureen Eipp, Contracting officer: laureen.eipp@usda.gov no later than January 24, 2020.
