Solicitation Number: 12FPC219B0008 Notice Type: Presolicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition and Procurement Division intends to issue and Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Repair Project on Pilot Grove Creek Watershed Site No. 64A located in Celeste, Hunt County, Texas. The repair will consist of installing excavating and removing material behind all slide areas, and flattening the upstream and downstream slopes to a nominal 2.75:1 with lime treated materials and reconstructing the downstream crossing berm. The major items of work consist of preparing the access road and campsite, installing a temporary crossing through a waterway, removing fences from the work area, excavating the embankment slopes, backfilling the embankment slopes with lime-treated earthfill, placing topsoil 1-foot thick normal to the slopes over the lime-treated earthfill, and vegetating all disturbed areas. The lime will be added to and mixed with earthfill material in the designated processing area. The approximate repair quantities consist of 4,608 cubic yards of excavation; 178 tons of lime; 3,625 cubic yards of lime-treated earthfill; 14,581 square yards of topsoil; 800 feet of sediment fence; 1,350 cubic yards of site preparation; 1,025 linear feet of barbed wire fences; and 3.8 acres of vegetation. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, bid schedule, and wage rates will be posted and available from this website on or around August 2, 2019. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of the contract. The anticipated period of performance for this project is 101 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $250,000 and $500,000.
