The solicitation closes and responses are due by 1400 CST (2:00 PM CST) on Friday, July 23, 2021. Requirement The Nebraska NRCS State Conservationist has identified the need for a consultant to provide guidance and development of the Nebraska 5-Year Strategic Plan and initial Leadership Business Plans. The Strategic and Business plans are a requirement based on guidance and policy from National NRCS. Scope Nebraska NRCS is required to develop one 5-year Strategic Plan that looks to the future needs of the state and outlines Nebraska’s objectives and priorities based on not only local conservation needs and Farm Bill implementation, but also incorporates the national strategic plan objectives and goals. Strategic plans incorporate program goals and help enhance partnerships within the state that focus on locally led conservation efforts to assist in the agency’s goals and objectives. In addition, NRCS Nebraska needs to develop approximately 5-9 Business Plans for program/staff levels in the state, which will be updated/modified annually by the state. We expect the consultant/awardee to help us develop the initial year’s business plan for each main staff, after the Strategic Plan is developed.
