Tree Planting under the Wetland Reserve Program (WRP) Restoration consisting of planting bare root tree seedlings on Wetland Restoration Easement (WRE) sites located in the following counties of the State of Kentucky; Ballard, Caldwell, Calloway, Fulton, Henderson, Hickman, Hopkins, Know, McLean, McCracken, and Todd. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE ACQUISITION and will be released under Solicitation Number 12FPC119Q0036. The small business size standard is based on the North American Industry Classification System (NAICS) Code 115112 Soil Preparation, Planting, and Cultivating with a size standard of $7.5 million average annual income. PROJECT DESCRIPTION. The work will consist of site preparation (mowing and disking), site clearing (small brush and trees), purchasing/furnishing of bare root seedling and container trees, installation/planting of tree seedlings in accordance with NRCS Specification. (See Specifications for more details). The project calls for 822,217 tree seedling and 283 containerized trees that will be planted on approximately 1,894 acres throughout various counties, in the State of Kentucky. PROJECT DURATION. 8 calendar months and 18 calendar days (260 calendar days) after the Notice to Proceed (NTP) is issued. Contract approximate Period of Performance September 15, 2019 through June 1, 2020 SUMMARY. Contractor shall furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to provide the required services to improve restoration practice of this conservation easement in accordance with NRCS specifications, and terms and conditions of the contract, and other attachments provided. WORK TO BE PERFORMED BY PRIME CONTRACTOR. The contractor shall perform, with its own organization, work equivalent to at least 50 Percent of the value for the work of the contract. SITE VISIT. One site showing will be held, August 19, 2019, 10:00 Central, at the USDA Service Center, located at 1000 Commonwealth Drive, Mayfield, Kentucky,42066. The purpose of this site showing will be to answer questions regarding, or requests for clarification of the requirements and solicitation documents. Although questions during the site visit are permissible, statements or representations made during the site visits are not legally binding. Changes resulting from the site visits are official only if issued through an Amendment to the Solicitation. ADDITIONAL INSTRUCTIONS - PREPARATION OF QUOTES In order to receive complete consideration for award of a contract, prospective Quoters are requested to submit quotes consisting of the following: 1. Complete 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law.
