This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 12FPC119Q0026 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 13 are being utilized. The Government anticipates the award of a firm fixed-price, commercial contract. Award will be made to the responsible offeror whose quote responds to the terms of the RFQ and is most advantageous to the government. All work shall be completed within 60 days after Notice to Proceed (NTP). Description of the services include providing an Area Wide Market Analysis (AWMA) for the Agricultural Conservation Easement Program (ACEP) in Vermont. Please refer to the specification in this package. Attachment 1, Statement of Work; Exhibit 1 Vermont Map; Exhibit 2 Land Uses/Categories, Attachment 2, Pricing and Certifications, are incorporated and made a part of this Solicitation. Price includes all costs, including travel. Review the detailed description of the services and deliverables required. This work will include examining both the land uses in each market area requiring opinion of typical fair market value and request the contractor's report on any NRCS conservation easement encumbered property sales in a separate section. The data obtained in the report will be used to support Geographic Rate Caps for each region during FY2020. This procurement is being handled on behalf of the USDA NRCS Vermont State Office by the USDA FPAC-BC in Georgia. Responses are due on Wed July 10, 2019 no later than 2:00 pm, Eastern Standard Time. Offeror is responsible for ensuring documents are submitted in a timely manner as to reach the destination before the closing time. This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 05/6/2019. This is a 100% set aside for small business.
